Government Accounting Assistant Controller
Roles and Responsibilities:
- Monitor Cost Accounting Practices to determine the need for revision of Disclosure Statements for Business Units, Sector & Home Office.
- Analyze Cost impacts of Cost accounting changes for affected contracts
- Prepares periodic Indirect Rates analysis and analyze past financial performance to year-end rates as compared with the submitted Provisional Billing Rates
- Prepare Annual Incurred Costs Submission
- Prepare Provisional Billing Rates
- Coordinate with Contracts to determine contractual requirements that would result in cost accounting changes.
- Provide and update pricing sheets as required by RFP & RFQ’s. Coordinate with contracts to ensure pricing is built properly (pricing compliance aspect)
- Coordinate with Program management on Billings and Funded vs billed activities
- Develop financial models, conduct benchmarking, and process analysis on government accounting reports.
- Identify current trends on direct and indirect labor rates for bid purposes
- Provide data for DCAA Audits (Business Systems, Proposal and invoice audits)
- Assist Customer service in review and preparation of Cost-Reimbursable and retroactive invoices
- Acts as liaison for DCMA & DCAA reviews and audits
- Monitors policies and procedures to ensure compliance with CAS, FAR & DFARS standards and make revisions when necessary
- Support other Business units with Government Accounting requirements
- Analyze Cost Control Accounting Data and ensure that costs are captured in correct contract/ clins. Review costs if within contractual limits.
- Ensure that Contract Mods affecting billing are properly applied in invoices and properly allocated in the Job Cost Ledger
Basic Qualifications:
- Bachelor’s degree in accounting, finance, or related field required with 5 years of related experience
- Knowledge of FAR, CAS and DFARS regulations
- Previous experience in government accounting
- Previous experience in managing government audits
- Thorough understanding of cost accounting principles and procedures.
- Proficient in spreadsheets, databases, MS Office, and financial software applications
- Excellent organizational skills and attention to detail.
- Strong fluency with Excel formulas and Functions
- Outstanding presentation, reporting and communication skills
Preferred Qualifications
- 6-10 years of related experience
- Experience with SQL, Oracle &
- Aerospace and Defense (A&D) experience
- Program/Project Estimates at Completion (EAC) development/calculations and periodic tracking of EAC’s and Estimates to Complete (ETC)
