Role Introduction
Reports to: Cargo Security and Compliance Manager
At Cathay Cargo, security and compliance are essential to maintaining operational excellence and customer trust in the global air cargo industry. This role protects customer shipments through strict adherence to international security standards and regulatory requirements. Serving as guardian of our security framework, this incumbent addresses emerging threats while ensuring reliable, audit-compliant processes that uphold service quality.

Key Responsibilities
Cargo Security Oversight and Investigation
- Lead security investigations for all security-related occurrence, including root cause analysis, trend evaluation, and corrective and preventive actions management and monitoring.
- Represent Cathay Cargo in the bi-monthly security forum with GSORM, ensuring timely updates on emerging threats, incident resolutions and industry intelligence.
- Develop and maintain port-level security performance dashboard, incorporating threat assessments and incident data to guide risk mitigation strategies; collaborate with outports teams to implement security enhancements and best practices across the network.
Regulatory Compliance and Trade Control
- Oversee compliance with global trade sanctions and regulatory requirements, ensuring screening processes meeting evolving legislative standards.
- Manage and monitor the trade control screening vendor, driving process improvements to enhance efficiency and accuracy; liaise with related regulators for new policies implementations, and take necessary actions ensuring that Cathay Cargo is ready for adherence
- Prepare compliance performance reports and dashboards for management review, recommending actionable insights; provide secretarial support to the Cargo Regulatory Compliance Task Force and coordinate arising action items.
Performance Management
- Monitor and evaluate security service providers’ adherence to regulatory and operational standards, addressing performance gaps through structured improvement plans.
- Define port-specific Key Performance Indicators (KPIs) for security vendors, ensuring alignment with CX’s risk management objectives and service level agreements.
- Partner with the Value Management Team to optimize supplier performance and cost efficiency.
Leadership and Deputization
- Deputize the Cargo Security and Compliance Manager as required.
Requirements
Education qualifications
- Tertiary education or equivalent.
Experiences
- Minimum of 5 years cargo industry experience with at least 3 years supervisory role in air cargo operations, or aviation security related fields.
Job-related knowledge
- Demonstrated experience in global Air Cargo Security and Trade Control Regulations is a must.
- Certified aviation auditor and IATA Aviation Security Training / Security Training Trainer preferred.
Skills and language requirements
- Strong communication skills with ability to work across organizational levels and cultures.
- Meticulously organized with strong analytical capabilities and proven time management skills.
- Willingness to undertake frequent audit-related travels, often with minimal advance notice.
- Professional fluency in English (written and spoken); proficiency in Cantonese and/or Mandarin considered an asset.
